On
the second day of Workshop on Developing Implementation Plan for DRR Roadmap participants’
deliberation resulted into Bihar DRR Roadmap’s Implementation Plan

Management Department (DMD),
Government of Bihar (GoB) in
collaboration with Bihar State Disaster Management Authority (BSDMA) in partnership with UNICEF, Save the
Children, Oxfam India, Caritas, Plan and IDF organized a two-day ‘Workshop on Developing Implementation Plan’
for Roadmap 2015-30.
On the second and last day of the workshop Shri Madan
Mohan Jha, Minister, Revenue & Land Reform Department praised the DMD and
other stakeholders for coming up with Implementation Plan in participative
manner. Total four Break-Out Technical Sessions were held in order to discuss
and finalize the Implementation Plan of the Bihar DRR Roadmap. These four
sessions included- ‘Exploring
partnerships for DRR Roadmap implementation’; Departmental Action Plan and
support required for effective implementation of DRR Roadmap’; ‘RISU, Baseline
& Data management system and defining indexes’ and ‘Capacity Building and Public Awareness and Education’.
‘Exploring
partnerships for DRR Roadmap implementation’ technical session was organized by Save the Children.
Dr. Gagan, OSD, Department of Revenue & Land
Reforms, GoB moderated this session with participation of Shri Ray
Kancharla, Save the Children and Prof. Neel Ratan, ANSISS as technical experts.
Also representatives from NGOs, CSOs, Academic institutions, Corporates and
development partners. Similarly, Shri Rafay Eajaz Hussain, General Manger, Save
the Children moderated another technical session- Departmental Action Plan and support required for effective
implementation of DRR Roadmap’. As technical experts Dr. U.K. Misha, Member
BSDMA, Dr. Muzaffar Ahmed, Former member, NDMA and Sri Sarbjit Sahota, Unicef
led the sessions. Sri Vyas Ji, Principal Secretary, DMD, GoB and Prof. Vinod
Menon, Founder member, NDMA coordinated RISU,
Baseline & Data management system and defining indexes session which
has participation of DMD, BSDMA, Agriculture Dept., Health Dept., Finance Dept.
and Planning & Development Dept. Capacity
Building and Public Awareness and Education has participation from NDRF,
SDRF, BIPARD and BSDMA.
All these technical breakout session witnessed active
and valuable contribution of all participants from diverse background and
expertise. There has been intense deliberations with regard to role and
responsibilities of various departments and CSOs; issue of inclusive
coordination; action plan with clear demarcation of stipulated duties; issue of
capacity building of various stakeholders till last line and importance of mass
awareness and engagement for success of roadmap.
Workshop concluded with Consolidation Plenary and Valedictory Session, which involved
amalgamation of various inputs and suggestions discussed under the two day
workshop. This resulted into draft of summarized implementation plan.
Consolidation Plenary and Valedictory Session has been moderated by Prof.
Santosh Kumar, Executive Director, NIDM and Shri Kamla Kishore, member NDMA,
Prof. Vinod Menon, NDMA and Muzaffar Ahmad, former member NDMA participated as
panellists.
In the
backdrop of the 3rd World Conference on Disaster Risk Reduction in March, 2015
in Sendai, Japan Government of Bihar organised the “First Bihar Conference on
Disaster Risk Reduction (BCDRR)” on 13 -14th May 2015 at Patna for developing
the DRR Roadmap of the state for 2015-2030. Followed to which on 8-9 January
2016 a two day Validation meeting was held, this resulted into finalization of
the Bihar DRR Roadmap 2015-30. On 28th April 2016, Bihar Roadmap been approved
by Bihar Cabinet. With this two day (20- 21 May 2016) workshop on Developing
Implementation Plan, through extensive deliberation a detailed action- plan for
the implementation of roadmap has been developed. The implementation plan
development process has been elaborate and enriching with participation and
inputs from multiple sources.
